To send SMS to the United States using standard long-code phone numbers, you must register and be approved through the Application-to-Person (A2P) 10-digit long code (10DLC) standard. A2P ensures that SMS traffic to recipients in the U.S. is verified and consensual with U.S. telecom carriers. It improves message delivery and prevents filtering or blocking. It is committed to good practices and building a positive brand reputation.
Prerequisites
- You have a Twilio account with a Twilio phone number set up. Learn more
- You have upgraded your Twilio account to a paid package. Learn more
Required Information
You can register for A2P within the Twilio Console. The registration involves specifying the following information:
- Your customer profile to establish legitimacy
- Business type: With Staffbase, this is limited to Direct Brand.
- Your brand type is based on your messaging volume and throughput needs. Options are:
- Sole Proprietor
- Low-Volume Standard with limited SMS capability and slower throughput
- Standard for bulk messaging
- Your new campaign use case type, including:
- Messaging purpose and details
- Opt-in /opt-out options
The approval of your customer and brand type and your campaign registration will be provided through Twilio. For more information, see the Twilio documentation.
Create Your Customer Profile

- In the Twilio Console, navigate to Messaging > Regulatory Compliance > Onboarding.
- Under Create Customer Profile, answer the questions on Profile Needs and click Continue.
- Under Business Details, for Business Identity, select Direct Brand and fill in the required information. Click Continue.
- Fill in your Business Address and other required information and click Save and Continue.
- Review all provided information and click Submit for Review.
Submitting your business profile may take 72 hours or more for approval. However, you can still continue registering a US A2P Brand while your business profile is pending for approval.
Register Your Brand Type

- In the Twilio Console, navigate to Messaging > Regulatory Compliance > Onboarding.
- Under Register Brand > Submit Brand, provide information about your business and messaging activities.
- Select the Brand Type that determines the fees. Select Standard for bulk messaging.
- Select your Company Type.
- Agree to a one-time registration fee.
- Click Register.
Twilio submits your application for approval. You receive notice in the Twilio Console or by email that your brand has been successfully registered. This usually takes a couple of minutes.
Register Your Campaign Use Case
Register each new messaging campaign you intend to run, specifying the purpose, message type, and target audience.

- In the Twilio Console, navigate to Messaging > Regulatory Compliance > Onboarding.
- Under Onboarding, navigate to Campaign Registration > Register A2P Campaign.
- As Campaign use case, select one of the following depending on your business needs:
- Account Notifications
- Public Service Announcement
- Create a Campaign description and sample message, and select the message content type.
- Fill in the end-user opt-in information as required. See below for samples.
- Optionally, configure a Messaging service to manage your SMS messaging activities.
- Click Continue.
- Review all provided information and click Register Campaign Use Case.
A confirmation dialog opens. - Click Confirm.
Twilio submits your campaigns for approval. You receive notice in the console or by email that your campaign has been successfully registered. This may take up to a few days. Once approved, you can register additional campaign use cases and view all your registered US A2P brands.
